Public consultation on the draft Stakeholder Involvement Policy for the EUnetHTA Joint Action 2010-2012
Following the 3-year EUnetHTA Joint Action Work Plan in implementation of the Grant Agreement with the Commission (2009 23 02 – EUnetHTA Joint Action) (Tech Annex Part 1, Tech Annex Part 2) a public consultation is launched on the draft Stakeholder Involvement Policy for the EUnetHTA Joint Action 2010-2012 to inform further development of the document before it is made final later in 2010.
Background
The EUnetHTA Stakeholder Involvement Policy provides core principles of stakeholder involvement in the EUnetHTA Joint Action 2010-2012 that seek various types of input from stakeholders for the benefit of the decisions and governance in the EUnetHTA Joint Action.
The EUnetHTA Executive Committee in consultation with the EUnetHTA Plenary Assembly and EUnetHTA Joint Action Stakeholder Forum participants has developed the current draft version of the EUnetHTA Joint Action Stakeholder Involvement Policy. It is based on the draft Stakeholder Policy developed during the EUnetHTA Project (2006-2008) (link to draft) taking into consideration comments received during the preparatory phase of the EUnetHTA Joint Action application (see the EUnetHTA Joint Action preparatory meetings minutes and November 6, 2009 stakeholder meeting minutes).
Submission of comments - procedure

All interested parties are invited to submit their comments on the draft EUnetHTA Joint Action Stakeholder Involvement Policy to the EUnetHTA Secretariat at eunethta@sst.dk
The deadline for submission of comments is August 23, 2010.
Please note that only comments submitted within the indicated timeframe, to the indicated e-mail address and in accordance with the described procedure will be taken into account. In order to be considered, the name, title, organisation, postal address, telephone number and e-mail address of the sender should appear in the text or the cover note of the submitted comments. The sender should indicate if s/he submits the comments as an individual or on behalf of an organisation.
The subject line of the e-mail should include “EUnetHTA JA Public Consultation response”.
The submissions will be processed by the EUnetHTA Secretariat and considered by the EUnetHTA Executive Committee. If responders wish to modify their submission, they should contact the EUnetHTA Secretariat at the e-mail address given within the timeframe of the public consultation. The EUnetHTA Secretariat will not share responders’ data with third parties for direct marketing.
Properly submitted contributions will be made public on the EUnetHTA public website within a month after the closing date of the public consultation (unless the author has explicitly opposed publication of their contribution or the contributions do not address the draft EUnetHTA Joint Action Stakeholder Policy document or contain complaints against institutions, personal accusations, irrelevant or offensive statements or material). The name of the author, his affiliation, and date of the submission’s receipt will be disclosed when the contribution is made public.
The EUnetHTA Executive Committee will consider all relevant submissions related to the scope of the public consultation and will decide if and how each of the contributions should be taken into account in the formulation of the final version of the document. An electronic link to the webpage with contributions will be annexed to the final version of the document and the reporting shall include a description of how the contributions were used. There will be no separate document on the consultation, the participation in it or a summary of the submissions received.
A reply to acknowledge receipt of submission is foreseen and no further individual reply will be made.
